From Paris, you can take a TGV train to Oulx near the Italian border. In under 2 hours of direct, non-stop travel, you will reach the heights of Puy-Saint-Vincent by bus.
The best solution is to fly to Turin airport. Once you arrive at the airport, the regular Linkbus bus will take you directly and without change to Puy-Saint-Vincent station.
